देवप्रयाग: जहाँ सदियों से अडिग मंदिर खड़ा है, वहीं ढह रहे हैं आधुनिक भवन

उत्तराखंड के प्रमुख तीर्थ स्थलों में से एक देवप्रयाग को भला कौन नहीं जानता! अलकनंदा और भागीरथी का संगम — देवभूमि के पंचप्रयागों में एक महत्वपूर्ण प्रयाग। यही वह स्थान है जहाँ आदि गुरु शंकराचार्य ने भगवान रघुनाथ जी के भव्य मंदिर के निर्माण का स्थान चिन्हित किया था। वह मंदिर आज भी उसी स्थिरता और गरिमा के साथ खड़ा है। सैकड़ों वर्षों में न जाने कितने भूकंप, भूस्खलन और बाढ़ें आईं, पर उस मंदिर का एक पत्थर तक नहीं हिला। यही थी पुराणकालीन सोच और स्थापत्य कला का कमाल।

लेकिन इसके ठीक विपरीत आधुनिक भवन निर्माण की स्थिति देखकर मन खिन्न हो जाता है। न निजी निर्माणों में स्थायित्व दिखता है, न सरकारी परियोजनाओं में विवेक। नदी के एक ओर भारत का प्रथम संस्कृति विश्वविद्यालय तो दूसरी ओर होटलों की भरमार — यह सब उस कमजोर और खिसकने वाली भूमि पर! समझ से परे है कि लोग इतने जोखिम भरे काम क्यों करते हैं। कभी यह गाँव ऊपर सुरक्षित स्थान पर बसा था, पर पिछले दो दशकों में रुपया कमाने की होड़ में लोगों ने एक-एक करके सड़क की ऊपरी और निचली ढाल पर बड़े-बड़े होटलनुमा भवन खड़े कर दिए।

मुझे आज भी याद है — 17 सितंबर 2011 को जब मैं श्रीनगर की ओर जा रहा था, तब लगातार अतिवृष्टि से देवप्रयाग-श्रीनगर मार्ग पूरी तरह क्षतिग्रस्त था। बस अड्डे से लेकर भागीरथी पुल तक की ऊपरी ढाल ध्वस्त थी, घर और खेत की दीवारें मलबे में समा चुकी थीं। इसके बावजूद लोगों को सबक नहीं मिला। वे फिर से निर्माण करने लगे, और अब तो मंज़िल पर मंज़िल जोड़ दी है।

कभी-कभी मन में सवाल उठता है — क्या हमारे पहाड़ी लोगों की मति मारी गई है? सब जानते हैं कि यह ज़मीन अस्थिर है, फिर भी क्यों अपनी मेहनत की कमाई मिट्टी में गाड़ रहे हैं? माना कि बद्री-केदार की कृपा आप पर बरस रही है, तो कहीं अपने गरीब यजमानों की मदद ही कर दीजिए — वही सच्ची आस्था होगी।

एक बार संस्कृति विश्वविद्यालय के निर्माण से जुड़ा एक इंजीनियर मेरे पास आया। बोला — “गुरूजी, मुख्य भवन के पीछे से पहाड़ी खिसकने लगी है, कोई उपाय बताइए।” मुझे इतना गुस्सा आया कि उसके गाल पर दो थप्पड़ जड़ दूँ। पर पद की गरिमा के चलते मैंने सिर्फ इतना कहा —
“उस दिन मर गए थे पूछते हुए, जिस दिन जगह छांटी थी… अब आ रहे हो जब करोड़ों बिछा चुके हो!”
यह कहकर मैंने उसे कमरे से बाहर कर दिया।

विशेष: अब माननीय उच्च न्यायालय ने गंगोत्री राष्ट्रीय राजमार्ग पर बने ऐसे खतरे वाले भवनों को चिन्हित करने के आदेश दिए हैं। अब बारी बद्रीनाथ मार्ग की है। तैयार रहें — प्रकृति और न्याय दोनों का निर्णय अब निकट है।
