The memo issued by Deep Chand, then DCP Delhi police clearly mentioned that agitating uniformed ex-servicemen from Uttarakhand on the call of MP Maj Gen.(Ret.) Bhuwan Chandra Khanduri are reaching Delhi with arms to participate Uttarakhand rally to be held there on October 2, 1994. the memo was sent to Uttarakhand leader Diwakar Bhatt and Khima Nand Khulbe advising them to persuade agitationists not to come with arms. Later the home Minister S B Chavan clarify the situation with regret that Khanduri had not made any call to ex-servicemen to reach Dekhi with arms. Then who misled Delhi police ?? this is the mystery remained unsolved for the last few decades.
